采用单一来源采购方式的原因及说明：为深入贯彻公安大数据战略部署，提高公安机关履职能力水平，提升阳泉市警务运行效能，保障公安工作的安全高效运行，阳泉市公安局101个机柜需租赁高标准独立IDC专用机房。阳泉市公安局于2019年6月、2022年5月两次与中国移动通信集团山西有限公司阳泉分公司分别签订为期三年的移动机房租赁服务，该IDC机房为标准IDC数据中心机房，设施先进，地理位置优越，交通便利，机房安全等级高，机房配置数据中心专用精密空调11台，备用机组3台，配置专用的七氟丙烷气体自动灭火系统，具备烟感探测系统、报警及联动控制系统，阳泉市公安局自租赁该机房以来，系统一直运行稳定，阳泉市公安局对中国移动通信集团山西有限公司阳泉分公司的服务质量满意。现租赁合同即将到期，阳泉市公安局申请继续租用该独立机房，租期三年，每年租金152万元，三年约需经费456万元。
