采用单一来源采购方式的原因及说明：根据住宿计划安排，2023 级、2024级杭州电子科技大学部分男研究生入住浙江传媒学院钱塘校区 7号楼、9 号楼、10 号楼、13 号楼4 幢宿舍楼。2007年9月13日,浙江传媒学院与浙江康达冷暖有限公司签订了生活热水承接服务函，是唯一提供热水的服务商，期限为20年。2015年6月18日，将该热水服务的全部合同权利义务由浙江正蓝节能科技股份有限公司承继。根据服务协议，学生宿舍洗浴热水价格为50元/吨。杭州电子科技大学文一苑宿舍热水采取集中供热，洗浴热水价格为39元/吨，与传媒校区洗浴热水价格不同。根据浙江省教育厅文件精神，在校籍学生享受同样的住宿服务和收费标准，因此入住传媒学院的研究生也享受39元/吨的洗浴价格，由此产生的差价费用（涉及4幢楼宇的在线热水充值金额的28%）由杭州电子科技大学支付给浙江正蓝节能科技股份有限公司。每年预计16万元差价费用，3年合计48万元。
