采购在线开放课程可促进优质课程资源共享，为学生提供优质课程资源；推进教学模式改革，以利于提高教师教育教学水平，提升课堂教学质量，提升人才培养质量。引进服务及课程运行服务围绕着以教学内容、教学方法、教学手段和教学管理改革为核心宗旨展开的，实现校内及校外优质资源共建、共享、共赢的愿景，推动课程教改与技术创新的使命。学校云：利于教师对学生成绩、学习情况的管理。
A包：中国大学MOOC（慕课）及学校云：7门+1；
B包：超星尔雅通识课：8门；
C包：智慧树平台：18门；
D包：UOOC（优课）联盟平台
学校已经使用UOOC（优课）联盟平台多年，有丰富的管理该类课程的经验。
因为各平台课程内容和标准各有不同，这些平台包括大量优质教学资源，而大连大学教师所选课程分属以上平台，没有一个平台完全可以满足教师的所有要求，因此同意大连大学网络开放课程采购服务项目采用单一来源采购，并分包，适用于不同平台。
因此，在线开放课程（慕课、超星尔雅、智慧树平台在线开放课程）、UOOC（优课）联盟平台：为保证课程内容政治性与学术性的统一；学校云：为保证系统的稳定运营、数据信息的安全保证以及维护工作的延续性，同时利于教师对学生成绩、学习情况的管理。鉴于上述原因，同意该项目采取单一来源方式进行采购，推荐供应商为:
